Child support is an emotional subject. Parents who are supposed to receive it on behalf of their children often do not. Parents who are supposed to pay it often cannot, or choose not to for a variety of reasons that are not legally recognized. It is the children who suffer the most when child support levels are inadequate or obligations are not met. All States and territories run a child support enforcement program, usually in the human services department, department of revenue, or the State Attorney General’s office, often with the help of prosecuting attorneys, district attorneys, other law enforcement agencies and officials of family or domestic relations courts. Native American Tribes, too, can operate culturally appropriate child support programs with Federal funding. Families seeking government child support services must apply directly through their state/local agency or one of the tribes running the program. Services are available to a parent with custody of a child whose other parent is living outside the home. Services are available automatically for families receiving assistance under the Temporary Assistance for Needy Families (TANF) program.

Foreign adoptions in U.S. decline for third year
Tougher policies in China and Russia are partly responsible

NEW YORK - The number of foreign children adopted by Americans has dropped for the third year in a row, a consequence of tougher policies in the two countries — China and Russia — that over the past decade have provided the most children to U.S. families.
Figures for the 2007 fiscal year, provided by the State Department on Friday, showed that adoptions from abroad have fallen to 19,411, down about 15 percent in just the past two years.
It's a dramatic change. The number of foreign adoptions had more than tripled since the early 1990s, reaching a peak of 22,884 in 2004 before dipping slightly in 2005, then falling to 20,679 in 2006.
